Just because this argument doesn't really achieve anything doesn't mean it's pointless. It's giving me something to do and getting rid of boredom. This topics point is for people just to throw ideas out there and to talk. If you thought it was pointless why did you post instead of just ignoring it?

The easiest thing to do first is establish Z-Corps as a 501(c)3 non profit educational organization.
From that point, all members elect a national council who sits in that position for a 2 year period. After that is done, the world/country is divided into regions and the election of regional positions happens.
From that point, each region elects/creates positions based on where members are and that leads to the formation of smaller groups and their leadership.
The establishment of a general set of membership rules and levels needs to be established and then a criteria for moving up such as training levels. testing, etc.
When all that is done, then other issues can be addressed such as names for each level that a member achieves, regional names, local chapters, etc.
Before anyone starts creating names for experience levels, we need a solid, sound set of bylaws created, a general membership procedure, a method and procedure for the creation of a general council, procedures on how membership is established, minimum age requirements, a list of generalized equipment each member is required to have, and a method of voting for each office among hundreds of other things that need to be discussed and reviewed.
An early step would be for a live online chat for regional members to determine locations and connectivity between members. If each local area creates a specific chat room on Yahoo or whatever for a specific date and time, then those members in that area can toss ideas around and hopefully come to a conclusion.
When that first step has been undertaken, a designated representative from each group could become the regional representative for their area and quite possibly serve as the first general council member.
Those reps then schedule an online meeting or whatever with the other reps and they compare notes and ideas then submit them back to their respective groups for more fine tuning then narrow down the important issues and procedures and meet again to confirm what was done and establish the first bylaws and Z-Corps code be it a code of conduct, code of membership, etc.
Of course, these are just a few random thoughts but some are worth considering.
